The reality is that it is impossible to say if you can do a bankruptcy without analyzing your specific situation. In general, there are very, very few restrictions to who can file bankruptcy. The question normally is not "can I?", but "should I?"
The questions would be if it would be a good case or not?
For that reason, a bankruptcy attorney is important. A lawyer that only does bankruptcy, preferably.
